 Course Outline

The intended target group for this course is for Phlebotomists, Pathology Specimen Collectors, Registered Nurses, Enrolled Nurses, Health Care, Professionals and Research Officers working in clinical areas where cannulation skills are required.

The unit forms part of the Certificate IV in Pathology (HLT41807) course.

Prerequisite requirements

HLTPAT306B Perform Blood Collection must be completed before commencement of this course.

Participants require an ability to read, write, speak and comprehend English, as these skills form an integral part of the course – and must be acquired before entry. Where necessary, applicants may be referred to external agencies for language, literacy and/or numeracy assistance prior to commencing their course.

For your benefit, it is advised that your Hepatitis B vaccination is current and a copy of vaccination is required for student record.

One day lectures 9.30 am to 2 pm (Monday to Friday)

Code of Practice

As a Registered Training Organisation, the Mater Education Centre agrees to operate within the Principles and Standards of the Australian Quality Training Framework. This includes a commitment to recognise and accept the qualifications issued by other Registered Training Organisations.

We understand that failure to meet these obligations or supporting regulatory requirements may result in loss of registration as a Registered Training Organisation.

Legislative requirements

The Mater Education Centre will meet all legislative requirements of State and Federal Government. In particular, Workplace Health and Safety,
Workplace Relations and Vocational Placement standards will be met at all times.

Access and equity policy

All aspects of social justice will be adhered to when admitting candidates. The Mater Education Centre is committed to ensuring that access to training is maximised for all clients. All participants will be recruited in an ethical and responsible manner, consistent with the requirements of the endorsed Training Package. We will ensure that equity principles for all clients are implemented through the fair allocation of resources and the right to equality of opportunity without discrimination.

To encourage positive outcomes for participants and clients, access and equity principles and practices are incorporated into the development and
delivery of all training programs and services. We will implement customer orientated training programs, targeting the specific training needs of
participants and clients.

Quality management focus

The Mater Education Centre is committed to providing a quality service with a focus on continuous improvement. We value feedback from trainees, staff and employers for incorporation into future programs.

External review

The Mater Education Centre has agreed to participate in external monitoring and audit processes required by the state training agency. This includes random quality audits, audit following complaint and audit for the purposes of re-registration.

Marketing and advertising

The Mater Education Centre markets its vocational education and training products with integrity, accuracy and professionalism.

Disciplinary procedures

It is expected that students behave in a socially responsible manner and respect the rights of other students and training/administration
staff. However, if the Mater Education Centre feels that the training relationship is being abused (eg repeatedly not following training plans,
disruptive behaviour), then we reserve the right to take disciplinary action (eg cancellation of training). Mater dress code and code of
conduct will apply to all students.

Client Service

The Mater Education Centre has sound management practices to ensure effective client service, including timely issue of trainee
assessment results and qualifications. Qualifications will be appropriate to competencies achieved and issued in accordance with national
guidelines. Our quality focus includes a commitment by the Mater Education Centre personnel to provide clients with information including:

• a copy of the Code of Practice
• admission procedures and criteria
• total costs and fees involved for the participants
• a copy of the Cancellation Policy
• award to be issued on completion
• competencies to be achieved to obtain the award
• assessment procedures
• arrangements for Recognition of Prior Learning
• complaints and appeals procedures
• counselling and support services available

Management and administration

The Mater Education Centre has policies and management strategies, which ensure sound financial and administrative practices. Management
guarantees the organisation’s sound financial position and safeguards trainee fees until used for training and/or assessment. We have a refund
policy, which is fair and equitable. Trainee records are managed securely and confidentially, and are available for trainee perusal on request.
The Mater Education Centre holds the necessary insurance policies to conduct our business.

Training and assessment standards

The Mater Education Centre has personnel with appropriate qualifications and experience to deliver training and facilitate assessment relevant to the training products offered. Adequate facilities, equipment and training materials will be used to ensure the learning environment is conducive to the success of trainees.

Award to be given to participants

On successful completion of the course, the participant will receive a Statement of Attainment which will carry the Nationally Recognised Training logo.

This Statement of Attainment is nationally recognised under the Australian Qualifications Training Framework.

To receive a replacement of qualification or Statement of Attainment, write to Mater Education Centre. An administration fee will apply.

To achieve an award

Participants must fulfil the requirements of the endorsed training package or accredited course, that is, they must complete all competency standards and/or modules specified.

Assessment procedures

Students will be required to demonstrate their CPR skills on a manikin of the human body and perform venipuncture (using a needle to draw blood) on a manikin arm. Assessment may be in various forms including written exam, practical exam, take-home work, interview, case studies, assignments, workbased projects and vocational placement.

Complaint and appeal procedures

If a participant has a complaint regarding the delivery or assessment of the course, they are encouraged to contact the Mater Education Centre. Any appeal regarding assessment procedures or results should be made in writing to the Mater Education Centre within two weeks of the result being notified.

The appeal will be heard by an independent person or panel and the outcome of appeals will be notified in writing. If necessary, we will arrange for an independent industry training assessment. Complaints can also be referred to the state registering body.

Counselling and support services available

The Mater Education Centre undertakes a duty of care towards its training participants and course counselling will be available. Participants will be helped should they need assistance in approaching other counselling bodies.

Arrangements for prior learning

Prospective participants who have worked previously in an industry related to the course, or who have studied elsewhere, may apply for recognition or credit transfer for all or some modules or units of the course.
Such persons are encouraged to make enquires about the process of Recognition of Prior Learning (RPL) or Recognition of Current Competencies (RCC), bearing in mind that the competency would need to be current and relevant to the training program outcomes. Facilities and equipment available

Appropriately furnished and equipped training rooms and workshop space to facilitate learning are provided. Access to workplace activities and equipment for both off-the-job and on-the-job training and on-the-job experience will be provided where appropriate.

• Supervision will be provided for on-the-job components of the course
• Participants will receive a comprehensive set of training notes
• Registration includes morning and afternoon tea
• Parking at Mater staff rates
• The number of participants is limited to ensure maximum individual help
• All lecturers are experienced, highly qualified Mater Pathology and hospital personnel

Total costs and fees

The total cost of this course is $500. Full payment upon enrolment is required to secure a position in a course. Fees can be paid by credit card, cheque or money order, payable to “Mater Pathology”.

Cancellation/refund policy

For cancellations received less than two weeks prior to the commencement of a course:

• A refund of fees paid will be made less an administration fee of 15%

After a course has commenced:

• No refund will be payable (special consideration may be given after negotiations with the Manager).

If a course is cancelled by the Mater Education Centre/Mater Pathology:

• Participants are entitled to a full refund.

Please note: All cancellations must be received in writing 2 weeks prior to course commencement
